"Police did nothing," Shelly Jones, the mother of Lacey Jones-McKnight, said Friday.
"We phoned police for help. They did nothing, absolutely nothing, they said there was nothing they could do."
Lacey's ex-boyfriend, who friends identified as Tray Guenther, was believed to be in custody Friday.
He was arrested after a citizen called police saying they saw a man attempting to hang himself from a bridge in the city's northeast.
They found the body of a 20-year-old woman in a car parked nearby.
On Friday police said they would not identify the victim until an autopsy had been done, and said no charges had been laid.
They said the case is believed to be domestic-related.
McKnight and Guenther are said to have had a rocky relationship that fell apart in recent weeks.
Family alleges he had stolen her car, slashed her tires, broke into the home she shared with her mother and chased her into a bathroom and threatened her -- causing enough fear for them to repeatedly turn to police for help.
Insp. Cliff O'Brien said the couple were on the police radar in August and did say that at least one of the calls cops responded to was domestic-related.
There were no charges laid, but he said police were still investigating some of those complaints.
"In every situation a report is submitted," O'Brien said.
He said the homicide investigation takes priority, but police will also be reviewing all interactions involving the pair.
McKnight's mother said her worst fears were realized when, she alleges, her daughter's estranged boyfriend showed up at her house in the northeast Thursday night and claimed he had killed Lacey.
