TORONTO -- Ontario has released the names of 16 people left off the provincial sunshine list because of a loophole discovered by the QMI Agency.

The 16 -- most of whom worked on adjudicative boards such as the Health Professionals Appeal and Review Board, the Ontario Review Board and the Consent and Care Board -- agreed to have the information released.

But Government Services Minister Harinder Takhar said another six people in the same situation declined the request to have their names and pay disclosed.

"We're quite happy (the 16) agreed to have their names released," Takhar said. "There was obviously a loophole and we're determined to close it."

The six who did not agree to disclosure all earned between $100,000 and $135,000, ministry spokesman Marie-Andree Bolduc said.

It was originally believed there were 24 part-time public servants who made more than $100,000 in 2011, but were left off the sunshine list because their per diem pay was not considered salary.

Bolduc said there are in fact only 23 names. One is outstanding and it's not yet known if that person has agreed to disclosure or not.

The high earner on the list of 16 is former City of Toronto commissioner of urban development services Paula Dill.

She is now the provincial development facilitator with the infrastructure ministry, where she earned $226,000 in 2011.

Also on the list is constitutional lawyer Deborah Coyne, prominent during the Meech Lake Accord and Charlottetown Accord of the 1980s and 1990s.

She made $101,000 with the Health Professionals Appeal and Review Board.
