The second day of the Republican National Convention in the US is actually the first day, after stormy weather delayed the grand ol' party in Tampa. Delegates are eager to hear Republican presidential candidate Mitt Romney and his running mate Paul Ryan reveal their plans to change what the Obama Administration has been doing in the White House.
Meanwhile, President Obama has declared a state of emergency in Louisiana as the safety of the gulf coast is threatened by Tropical Storm Issac, triggering mandatory evacuations and disrupting offshore oil production.
